In short

Before the flush we note the starting condition: water clarity, filter state and how the radiators respond. After the flush we check the same things again. The comparison is what tells you the clean worked. All power flushing work is carried out by a fully qualified Gas Safe registered engineer, and the checks can be noted on a completion record where appropriate.

Checks show what changed; they do not guarantee an outcome. If a radiator stays cold after a proper flush, the cause is usually a valve, balancing or pipework issue rather than sludge, and the before-and-after comparison is exactly what makes that visible. Records of the checks may support your paperwork but do not themselves validate a boiler warranty.
